Accident Emergency Response System
ERA-GLONASS system is a key NIS GLONASS project with a significant social impact. This system is an outstanding example of applying GLONASS technology to enhance public safety throughout the Russian Federation.

Concept of Operation
ERA-GLONASS project implies equipping all types of new motor vehicles sold in the Russian Federation with GLONASS satellite navigation communication devices (terminals). In event of a serious accident, the terminal will activate automatically and transmit the vehicle's exact coordinates and other data to «1-1-2» Emergency Response Center. Public Safety Answering Point operator will attempt to contact the vehicle occupants through the terminal’s hands-free communication system, and proceed to dispatch emergency services (EMERCOM rescue, police, and/or ambulance) as may be appropriate. Emergency signal can also be sent by pressing a panic button. ERA-GLONASS vehicle terminals can also be used to access an array of additional services – navigation, information exchange, remote vehicle diagnostics, and so on.
ERA-GLONASS infrastructure will serve as a distribution channel for various telematics services and provide market scale required for rapid development of GLONASS-based navigation and information systems, services, and equipment for all kinds of applications.

Implementation Benefits
ERA-GLONASS system will reduce emergency services costs and improve traffic accident response times:
- The system is expected to reduce ambulance and rescue personnel arrival time by 30% on average
- By preliminary estimates, fully deployed ERA-GLONASS system will save over 4,000 additional lives every year, while reducing the cost of emergency response and rescue services
- The system will serve as the platform for providing a range of complementary GLONASS-based services
- Generate mass demand for navigation devices and create mainstream market for innovative high-technology products and services
- Accelerate domestic adoption of GLONASS technology

2009 – CONCEPT DEVELOPMENT
- NIS GLONASS is designated as the National Navigation Services Provider
- Development of ERA-GLONASS business model
2010 – DESIGN PLANNING:
- System architecture development
- Development of vehicle terminal and ERA-GLONASS platform prototypes
- Regulatory and legal framework development
2011 – PROJECT DEVELOPMENT
- Development of ERA-GLONASS technical design
- Building production samples of vehicle terminals and navigation information centers
- Comprehensive testing and commissioning of pilot projects in Moscow and St. Petersburg
2012 – OPERATIONAL TESTING
- Operational testing of platform and terminals
- Fine-tuning the system based on testing results
- Development of regional pilot projects
2013 – INFRASTRUCTURE DEVELOPMENT
- Development of regional infrastructure
- Adoption of regulatory and legal acts, governing system use
- Launch of large-volume production of ERA-GLONASS terminals
