JSC “NIS”, Research and Design Institute of Regional Development and Transportation (NIPI TRTI), and Nomura Research Institute (NRI) signed a three-party collaboration agreement on utilization of GLONASS technology for development of the Russian transportation system.    

In light of active commercialization of GLONASS technology and development of Russian navigation market, NIS GLONASS shareholders resolved to acquire controlling interest (51%) in M2M Telematics LTD, making National Navigation Services Provider a majority shareholder of M2M Telematics LTD.    

The two companies agreed on joint implementation of the ERA-GLONASS Program, and on development and advancement of GLONASS-based navigation information products and services on domestic and foreign markets.

Russian National Navigation Service Provider NIS GLONASS, one of the world leaders in navigation information services sector, maintained and consolidated its positions in 2011. Preliminary estimate puts NIS GLONASS 2011 revenues at 3,300 million rubles, which is over four and a half times more than the revenues for 2010, and 100 times the 2009 revenues.

GeoStar Navigation, part of M2M Telematics Group, shipped 150,000 dual-system GLONASS/GPS navigation receiver modules in 2011, capturing for 70% of the sales in Russia. Transportation telematics is a key market for the company’s products.

NIS GLONASS and Siemens signed a Memorandum of Understanding with aim to strengthen mutual cooperation in the field of satellite navigation technology development and adoption in consideration of both companies’ R&D and production capabilities and experience in deployment and utilization of such technologies

Target program “Adoption of GLONASS satellite navigation technology for social and economic development of the Republic of Bashkortostan in years 2012-2015” has been approved. The Program was developed within the scope of the Cooperation Agreement between JSC “NIS” and Republic’s Government. Program budget of 1.5 billion rubles has been approved, with 442 million being contributed by the Republic. State Committee of the Republic of Bashkortostan for Transport and Road Facilities will oversee the Program’s implementation.

NIS GLONASS developed the standard engineering design for an emergency response communication system using the common 1-1-2 emergency number (1-1-2 System). The project, commissioned by the EMERCOM Emergencies Ministry of Russia in accordance with the RF Government Resolution No. 598 dated 21 November 2011, was developed for Russian regions.

Government of the Republic of Dagestan approved the Republic’s “Comprehensive adoption and use of GLONASS technology in the Republic of Dagestan in years 2012–2014” Target Program, developed jointly with National Navigation Services Provider NIS GLONASS. The program is being established within the context of the Mutual Cooperation Agreement, signed on the 19th of October 2010 by JSC “NIS” and Republic of Dagestan Government and Ministry of Industry, Energy and Communications. The program aims to establish consolidated information space in the Republic, and later integration with such spaces in Russia and internationally.

JSC “NIS” completed testing of prototype ERA-GLONASS vehicle terminals, produced by Caesar Satellite, Conti Satellite, Fort-Telecom, Golden Eye, KZTA (Kaluga Telegraph Equipment Plant), M2M Telematics, Peiker Acustic, Ritm, RNT (Russian Navigation Technologies), and UNDS (United National Dispatch System). The tests included verification of compliance with GSM, UMTS, and in-band modem specifications, mechanical and environmental resistance and electromagnetic compatibility requirements, correct transmission and decoding of accident alerts signals, proper establishment of voice communication with vehicle occupants and transmission of data to emergency services.
